Delivering Airport Transformation in a Live Operational Environment
Ports of Jersey embarked on the first phases of a major redevelopment of the Jersey Airport departure lounge, with the challenge of delivering significant transformation works within a fully operational airport environment.
Marbral Advisory was engaged to provide Project Management services across the programme, helping coordinate the design, enabling works, phased demolition and construction activities whilst ensuring passenger flow, safety, security and commercial operations remained fully functional throughout.
Working closely with airport leadership, operational stakeholders, consultants and contractors, Marbral Advisory established the governance, controls and phased delivery approach needed to manage a highly complex programme against an aggressive timeline.
The project deliverables were as follows:
1. Provide complete Project Management services to support the effective delivery of the design, demolition and construction phases 1 and 2a in line with programme objectives and operational requirements.
2. Develop the full project governance structure, workstreams, reporting procedures and agile delivery framework tailored to the client environment.
3. Manage compliance with all associated regulatory and legal requirements, ensuring engagement with the Director of Civil Aviation throughout the programme.
4. Lead procurement and project management for the full Design Team (11 consultant disciplines), Principal Contractor and supporting suppliers and specialist roles.
5. Manage the development of the design through to RIBA Stage 4 specifications in line with the client’s quality and “Sense of Place” aspirations.
6. Develop and implement the phasing strategy in coordination with the Design Lead, ensuring stakeholders understand operational impacts, timelines and procedural changes ahead of implementation.
7. Coordinate the installation of temporary infrastructure and accommodation solutions, including portacabins, welfare facilities and operational spaces for internal and third-party teams.
8. Successfully manage the relocation of operational teams and concessionaire functions into temporary environments to enable demolition and construction works to proceed.
9. Support customer journey planning, signage strategies, stakeholder communications and operational readiness activities throughout all phases of delivery.
10. Oversee the delivery of new passenger flow routes, seating areas, back-of-house facilities and temporary food and beverage provisions during the redevelopment works.
11. Work with key stakeholders to Project Manage safety, security and operational controls throughout the programme, including fire safety measures, work permits, escort procedures, evacuation routes and site inspections.
Results:
Marbral Advisory successfully delivered the initial two phases of the redevelopment programme within a live airport environment while maintaining safe and compliant airport operations throughout. The project managed major demolition and enabling works to be completed effectively, with minimal disruption to passengers, airport operations and concessionaire services.
The phased implementation approach allowed internal and third-party teams to transition effectively into temporary accommodation, with positive operational feedback received during the transition period. Passenger experience NPS scores improved following implementation of the Phase 1 works, while commercial performance within the departure lounge remained resilient throughout delivery.
The client reported that Marbral provided professional leadership, strong stakeholder coordination and effective project control throughout a highly complex operational transformation programme.
